transferred me to Kowloon for my making so many complains daily,with-

out giving me the right of quarters &c 'after that when he came to know that the Peak Watchman post is not transferable he told me again to go to the Peak, but for the change of air I asked him to

allow me to stay at Kowloon for some time at my own expenses. There

remained for about 13 months.

And as at that time the Kowloong scavenging work was taken by the Government bullock cars were engaged to remove the rubbish, end es work was well arranged than that of the Peak and the climate of the Kowloon suited me, even the people of Kowloon were commending my good work than any other foremen, I asked the Head of Sanitary Department to let me stay at Kowloon even at my own expenses for the house, but he jealously transferred me again to Peak, and again at the Peak he refused to repair my kitchen which were not suitable for me on account of fuel and up to now the kitchen are in insentery conditions as it is also the Government building, and again about fer months ago he told me to be transferred to Mateukok slaughter house without knowing my religious rites which are not right for a man of

my caste to serve at a slaughter house, where cows are being killed

and on my protest and making inquirys then he cancelled the transfer

and some time ago a complain was made againt me by e Benkrupt stating that he owed me some money, end without first making eny investigation he recommended to the Government for my dismissal for

money lending contrary to Colonial Rules Nos. 40 and 41 but I am very thankful to our late Government Lugerd, who ordered an inquiry into the matter and at which I pleaded that the present Sanitary

rules given to me to perform my duties do not prohibit a men from

lending the result of which was that.

That His Excellency the Governor Lugerd minuted that the regula

tions given to me for the performance of my duties do not prohibit

me from money lending and order the Colonial Secretary to issue a

circular to all Government Department to prohibit all their

employees from money lending, same as the Police Department employmes
